Buy Jones Apparel (JNY Quote - Cramer on JNY - Stock Picks), Jim Cramer said on TheStreet.com TV's "Wall Street Confidential" Web video.

"I'm looking at the retail sales from January," Cramer explained. "A lot of the decks were cleared. ... Jones comes in very clean." He added that with very low inventories, a new contract with Wal-Mart (WMT Quote - Cramer on WMT - Stock Picks), a giant buyback and a pristine balance sheet, he recommends the stock at between $15 and $16. Next, he likes VF Corp. (VFC Quote - Cramer on VFC - Stock Picks), which owns The North Face brand, on a pullback below $80.

Going down the line, Cramer said he likes Phillips-Van Heusen (PVH Quote - Cramer on PVH - Stock Picks) with its low price-to-earnings ratio.

On the sell side, Cramer picked Liz Claiborne (LIZ Quote - Cramer on LIZ - Stock Picks). "In the end, the company is not being very bullish. ... I'm reminded of Chico's (CHS Quote - Cramer on CHS - Stock Picks)." He said when a company tells him not to be bullish on its stock, he listens.

At the time of publication, Cramer had no positions in any of the stocks mentioned.
