Microsoft has historically been reluctant to open its source code, claiming that it would give its competitors an unfair advantage. Microsoft spokesman Jack Evans said his company is in full compliance with the decree and "has documented everything it is required to document." Moreover, its compliance has been "exhaustively reviewed by both the Department of Justice and its technical committee." In recent trading, shares of Microsoft were off 52 cents, or 1.8%, to $30.59.
