TheStreet.Com Ratings' Top ETFs for November

Each month the TheStreet.com Ratings updates its ratings for the universe of about 800 exchange-traded funds and closed-end funds that we cover, on the basis of risk-adjusted performance of the previous month.

Our models indicate that Barclays Global Fund Advisors' iShares family was the dominant industry player again in November, with 45 of its offerings in the top 200.

This month I have separated the top-rated ETFs into two main categories: "established" ETF's, or those with a track record of at least three years, and "younger" ETF's, or those with a track record of between two and three years. (ETFs and closed-end funds must have a track record of at least 12 months to be rated.)

This is an important distinction, because older funds, particularly those that have been through an entire economic cycle, have demonstrated some staying power, while the younger funds have yet to earn their stripes, so to speak.

All of the top 10 established funds are from the Barclays stable, and all carry an A-plus rating -- the highest rating given by our models.

And, barring one, iShares Global Energy (IXC Quote), all are international funds.

This reflects the fact that overseas stock markets are still outperforming their U.S. counterparts, a trend that our models have been picking up on since early 2003.

iShares MSCI Spain (EWP Quote) is the outstanding performer, especially with regard to the near-term results, or periods of a year or less. The Spanish economy has been strong, and the fund is also benefiting from its heavy exposure to banks (37.9%) and telecommunications (17%).

Financial services around the world have had a good run. However, investors should note that the fund's portfolio is relatively concentrated, with 48% of holdings in three stocks, Banco Santander Centra(STD Quote), Telefonica SA (TEF Quote) and Banco Bilboa Vizcaya. While this has produced good returns recently, concentration also involves risks.

Turning to the younger ETFs, the picture is slightly different: While all the funds in this table are rated either A-plus or A, no one fund family dominates. Barclays, Vanguard and Powershares are all represented.
