Buy Halliburton (HAL), Jim Cramer said Tuesday on CNBC's "Stop Trading!" segment.

Cramer called the oil-and-gas play a "coiled spring" and said shorts haven't covered, offering investors "a rare opportunity" to play the stock.

Cramer also shrugged off talk that the government might intervene in the oil market over high gas prices, saying the "bottleneck is in refining" and that the problem won't ease till someone is able to build more refineries in this nation.
